If I disconnect my scooter from the charger when the green light has come on, and I plug it in again a short time later, why doesn`t the green light come on straight away?

Your charger has not way of remembering that it has charged your batteries. Each time you connect your charger to your scooter, your charger will assume that it is starting a new charge cycle. Only when your charger reaches the correct voltage will the green light come on again. This can take several hours even if the batteries are fully charged.
